The Surface Rights Board is a quasi-judicial tribunal that grants right of entry and assists landowners/occupants and operators resolve disputes about compensation when operators require access to private land or occupied crown land to develop subsurface resources such as oil, gas, and coal or to build and operate pipelines and power transmission lines.

Public Sector Body Compensation Disclosure

Public sector bodies are now required to post online the names and compensation paid to: 
         • all board members; and
         • employees who earn over $125,000.

This is a requirement under the Public Sector Compensation Transparency Act, which applies to: 
        • agencies, boards and commissions govern by the Alberta Public Agencies Governance Act 
        • independent offices of the Legislature; 
        • employees of Covenant Health; and 
        • other entities identified in the regulations.

The first posting is required by June 24, 2016. The salaries of the Chair, Vice-Chair, and the full-time Board Member and the Honoraria paid to part-time Board Members of the Surface Rights Board and the Land Compensation Board is listed in the table below.

Part-time Board Members are paid in accordance with Order in Council 402/2013 and Order in Council 403/2013 both issued December 4, 2013, and Order in Council 295/2014 and Order in Council 298/2014 both issued July 23, 2014, being the Committee Remuneration Order, at Schedule 1, Part A.

The Vice-Chair, E. Gordon Chapman, and full-time Board Member, Edward Zenko, are paid in accordance with Order in Council 295/2014 and Order in Council 298/2014 both issued July 23, 2014, with remuneration as that specified in Order in Council 286/2013, Schedule 2, Salary Range A. Their salaries are listed in the table below.

Gerald Hawranik, Q.C., Chair of the Surface Rights Board and the Land Compensation Board is paid in accordance with Order in Council 167/2013 and Order in Council 168/2013 both issued June 4, 2013, and both amended by Order in Council 180/2013 issued June 11, 2013, with remuneration as that specified in Order in Council 227/2012, Schedule 2, Salary Range C. The Chair’s salary is listed in the table below.
